Auditor General Reviews Passport Revenue, Urges Full Treasury Compliance
GOOBJOOG NEWS | MOGADISHU: The Auditor General has said tighter controls on revenue from passport services could strengthen public finances and support broader economic reforms, following a review of how the income is collected and managed.
The Office of the Auditor General presented findings from an assessment of transparency in the collection, accounting and remittance of passport-related revenue, a key source of non-tax income for the federal government.
The review highlighted the need for full compliance with financial laws requiring all government revenue to be deposited into the Treasury Single Account (TSA).
Auditor General Ahmed Issa Guutaale said improving oversight of passport revenue would help close leakages, protect public funds and increase the government’s ability to finance essential services. The meeting was attended by senior officials from the Ministry of Finance and the Immigration and Citizenship Agency.
Officials said enforcing TSA compliance would strengthen fiscal discipline, improve cash management and enhance confidence among international partners supporting Somalia’s economic recovery. Better revenue control is also expected to reduce reliance on donor funding by increasing domestically generated income.
The Ministry of Finance’s Director of Revenue, Faisal Mohamed Hashi, said safeguarding government income was critical as Somalia pushes ahead with public financial management reforms aimed at stabilising the economy and supporting long-term growth.
The Auditor General’s office said it would intensify monitoring of revenue-generating services, warning that collecting funds outside official systems poses risks to economic stability and undermines reform efforts.
Officials said the recommendations from the assessment would be implemented in coordination with relevant institutions to strengthen accountability and support Somalia’s economic development.
