Federal Government Ranks Ministries by Performance as PM Demands Results

GOOBJOOG NEWS | MOGADISHU: Prime Minister Hamza Abdi Barre has subjected federal ministries to a performance review, with ministers assessed against commitments they made at the start of the year.

The review introduced a digital assessment system that displayed the performance results of individual ministries and ranked them according to their progress.

Barre said the exercise was intended to determine how much of the government’s planned work had been delivered and identify areas where ministries had fallen behind their targets.

The assessment was based on agreements signed between the prime minister and individual ministers, setting out their respective priorities and targets.

“We made a plan, you developed it and then we signed it together. We are now evaluating that same plan, looking at the challenges, opportunities and what we can correct,” Hamza said.

He said the government would adjust targets where necessary if challenges had prevented ministries from delivering some of their planned activities.

The prime minister described the move to a digital evaluation system as part of efforts to make performance monitoring faster and more efficient.

The results displayed the percentage achieved by each ministry and showed their respective positions in the government-wide ranking.

Hamza told ministers, directors-general and technical staff that they needed to accelerate implementation, saying the public expected greater results from the federal government.

The review comes as the administration seeks to link ministerial performance more directly to agreed government priorities and improve accountability across federal institutions.

Barre said the government would continue refining its assessment system, with digital tools expected to make future evaluations easier to conduct and track.

The prime minister’s office has increasingly used performance agreements and periodic reviews as mechanisms for measuring progress against government plans and identifying areas requiring corrective action.
