FGS halts the SNA security sector reform phase II beyond any boldness
The Somali National Army security sector Phase II reform program which was launched by the Prime Minister Hassan Ali Khaire on June 24, 2019, was stopped without any boldness of the federal government.
The mission, which has begun in June and started from 60th Battalion HQs was aimed to reach over 30,000 soldiers but abruptly stopped in only 130 soldiers without further designating whether it will resume back.
The phase one has successfully completed the SNA reform that ensured conducting headcount, registration, and payment of salaries via their respective bank accounts.
Phase II of SNA reform was expected to involve on the verification of forces registered biometrically, ensuring that each officer is stationed and is inactive duty at their respective units, as well as establishing their infrastructural and combat capabilities.
Phase II will also include a complete Human Resource system which will capture all details of each officer.
