GOOBJOOG NEWS | MOGADISHU:  Special Envoy for Stabilization and Civilian Protection Omar Hashi has stated that the government’s priority is to ensure that communities in recently liberated areas see real improvements in security, governance, and public services, following a meeting with African Union envoy El-Hadji Ibrahima Diene on Wednesday.

Hashi stressed that military victories against militants must be followed immediately by effective civilian administration to prevent instability from re-emerging. He said the National Plan for Civilian Protection, now in its final stage, will play a central role in coordinating efforts between federal authorities, local administrations, and international partners.

“Our mission is to make sure that peace is not just gained, but sustained,” Hashi said. “People in liberated areas must feel safe, included, and supported. Stabilization is how we build trust and rebuild the social contract.”

He emphasized that cooperation with AUSSOM remains key to ensuring newly recovered districts receive security support, humanitarian access, and reconstruction assistance.

Ambassador Diene reaffirmed the African Union’s commitment to backing Somalia’s transition and stabilization roadmap.

The meeting highlighted the government’s push to transform battlefield gains into lasting governance and community resilience across the country.
