Somali House Leadership Council outlines the entity to determine Mogadishu’s stance
Somali House of the People’s Leadership Council today outlined the only entity that has the mandate to determine the future of the capital city Mogadishu.
In an official statement, the leadership council produced 5 articles on the future of the Somali capital initiating their determination to abate tension in the city which saw several streets blocked this morning unexpectedly denying access to the inner city by cars allegedly relating to the matter.
The council ruled that to avoid anything that can bring tension and possible instability that will delay crucial matters to be attended to the both house and government institutions.
“It is important to face jointly everything that can bring political instability and constitutional dispute that can preset retrogressive on the progress of matters before the council assemblies and other constitutional offices in the country” said the statement.
Getting a final conclusion on the future of Mogadishu must be based on adhering to the constitution according to the House Leadership Council. “Reaching decision on the position of Mogadishu city to be based on Article 9 of the Constitution suggesting to be determined in the constitutional review & the two houses of the Somali Federal Parliament shall enact a special law on it.”
The House Leadership Council also stated clearly that only the parliament has the sole responsibility to determine this matter. “Until reaching the conclusion of the constitutional review and creating special law on the position of the capital city by the Parliament, no other person has legal power on this matter. The People’ Assembly must have the power to represent the Somali people as stated by Article 63 of the Constitution and it is imperative to respect executing their responsibilities among them deciding on the future of the capital city” read the statement.
Finally the council appealed to the citizens to exercise peace as a prerequisite element for making federalism applicable in the country.
“We appeal to all the sections of the Somali public to be united for peace and completion on the progress of federalism in the country which the constitutional review is one of the major basics.”
