Lawmakers Press Ministers on Revenue Leakages, Demand Full Compliance with Treasury System

GOOBJOOG NEWS | MOGADISHU: The parliamentary finance committees on Thursday held a tough oversight session with several cabinet ministers and senior agency heads, pressing them to explain gaps in revenue transfers and to enforce full compliance with the national Single Treasury Account (STA).

The joint meeting, part of Parliament’s constitutional mandate to monitor public spending, focused on whether all government-generated income is being deposited into the General Treasury as required.

Lawmakers questioned why some institutions continue to retain specific revenues and sought clarity on the structural issues preventing full remittance.

Summoned officials included the ministers responsible for Interior, Public Works, and Transport and Civil Aviation, along with leaders from the Airport Authority and Meteorological Services.

MPs delivered a series of pointed questions on how revenues are recorded, how service fees are collected, and what safeguards are in place to ensure transparency in managing public funds. According to the committees, each official provided individual responses to lawmakers’ concerns.

The session was chaired by Abdi Ibrahim Warsame Qowdhan, head of the House of the People’s Finance Committee, and Senator Ibrahim Awgab Osman, deputy chair of the Upper House Finance Committee.

In closing, the committees stressed that cooperation between the executive and the legislature is essential to securing financial discipline.

They pledged to maintain firm oversight until all government income is consistently channelled through the Single Treasury Account, ensuring tighter controls and improved accountability across state institutions.
