Ministry of Finance Completes Training on New Programme-Based Budgeting System

GOOBJOOG NEWS | MOGADISHU: The Ministry of Finance has completed a 14-day training programme aimed at strengthening how government institutions prepare and implement their budgets under a new programme-based budgeting system.

The training brought together officials from various government institutions and focused on a shift towards linking public spending to government programmes, activities and expected results rather than simply categorising expenditure by the type of goods or services being purchased.

The new approach is part of wider efforts to reform Somalia’s public financial management system and improve the way government resources are planned, allocated and monitored.For nearly 15 years, Somalia’s budget system has largely been based on expenditure classifications, including salaries, purchases of goods and services and capital spending.

The new system places greater emphasis on what government programmes are intended to achieve and the results they are expected to deliver.Experts from the Ministry of Finance conducted the training, providing participants with practical guidance on the new procedures for planning and preparing institutional budgets.The ministry said the reform is expected to improve the link between government priorities and public spending while strengthening transparency, accountability and the effective use of state resources.

The training was officially closed by the Director-General of the Ministry of Finance, Dr Suleiman Sheikh Umar, alongside the Director of the Budget Department, Ahmed Abdi Adan (Iraad).The move comes as Somalia continues efforts to modernise its public financial management system and strengthen government institutions as the country seeks to improve domestic revenue mobilisation, budget credibility and the delivery of public services.
