MPs Advance Police Reform Bill, Paving Way for Security Modernisation
GOOBJOOG NEWS | MOGADISHU: The Federal Government of Somalia’s Lower House on Wednesday advanced the country’s planned police reforms after lawmakers completed the first reading of the Somali Police Force Bill, clearing the way for detailed parliamentary scrutiny that officials say will shape future security governance.
The session, led by Speaker Sheikh Adan Mohamed Nur (Madobe), resulted in the bill being formally handed to the Parliamentary Committee on Internal Affairs and Security. The committee will now begin a full review and prepare amendments for the second reading, where MPs are expected to debate clause-by-clause changes.
Officials said the move effectively sets the reform process in motion, enabling Parliament to update the legal framework of the national police — a step seen as essential to strengthening law enforcement, improving accountability and aligning security structures with Somalia’s current threat landscape.
Lawmakers used the session to seek clarity on the bill’s broader intent, laying the groundwork for a more informed debate when the legislation returns to the floor. Parliamentary leaders said the outcome represents progress toward overhauling policing standards and supporting nationwide security stabilization efforts.
