Out of order, Buuh tells Mudey over ‘suspension’ letter

I am not going anywhere and you have no powers to stop my work, Lower House Secretary General Ibrahim Buuh has fired back at deputy speaker Ibrahim Mudey.

Mudey said Monday he was temporarily stopping Buuh over what he termed as involvement in politics and impartiality in the ongoing political dispute which has split the House leadership with Mudey keen on ejecting his boss Mohamed Jawari.

But Buuh said the deputy speaker misread the House Standing Orders by arrogating himself powers he did not have.

“According to Standing Orders article 8 (6), the Secretary General is nominated by the speaker and approved by the House Business Committee,” said Buuh. The article notes that the Secretary General takes orders from the Speaker of the House.

A similar process applies to firing or suspension of the Secretary General.

Mudey said Monday he acted in the capacity of the Speaker since Jawari was under scrutiny from the House following the motion to send him home.

The Secretary General is the chief administrative officer in Parliament tasked with administration, finance and responsible for the daily function of the secretariat.
