Parliament Committee Moves To Advance Civil Service Laws

GOOBJOOG NEWS | MOGADISHU: Somalia’s parliamentary committee responsible for social services has moved to advance legislation governing the country’s civil service, amid efforts to strengthen the capacity and performance of government institutions.

The Social Services Development Committee of the House of the People agreed to work towards the preparation and approval of Law No. 10 on the Civil Service Commission and Law No. 11 on the Civil Service during a meeting chaired by committee chairperson MP Nadra Salah Abdi.

The discussions focused on the wider conditions of Somalia’s civil servants and the need for a stronger framework for managing the public workforce.

The committee said improving the skills and capacity of government employees would be important to strengthening public services and ensuring that state institutions can deliver their responsibilities more effectively.

The move comes as Somalia continues efforts to reform its public administration and establish a more professional civil service capable of supporting the government’s expanding institutional responsibilities.

The committee also stressed the need to improve the working conditions of civil servants, with its chairperson calling for continued efforts to address issues affecting government employees.

The proposed legislation would provide a statutory framework for the Civil Service Commission and the management of the federal civil service, areas that are central to efforts to improve recruitment, administration and performance across government institutions.
