President Mohamud Declares Finalizing Constitution a National Priority at Key Conference

GOOBJOOG NEWS | MOGADISHU: Federal Government of Somalia President Hassan Sheikh Mohamud has reaffirmed that completing the country’s Provisional Constitution remains a top national priority, calling it a longstanding promise to the Somali people and a cornerstone of the nation’s democratic future.
Speaking at the opening of the National Consultative Conference in Mogadishu, President Mohamud said the unfinished constitution represents one of Somalia’s most pressing challenges and its finalization is essential for national unity, governance, and the rule of law.
“Finalizing the Constitution is not just a legal task. It is a national priority, a public demand, and a collective promise made by every presidential candidate from the Arta Conference in 2000 through to 2022,” he said.
The President emphasized that the issue transcends political affiliations or administrations, noting that any leader elected to the presidency would have had to prioritize constitutional completion, given its critical importance to the country’s stability and democratic legitimacy.
The Provisional Constitution, adopted in 2012, was intended as a transitional framework but remains incomplete, with key articles pending consensus among political stakeholders.
The National Consultative Conference, attended by top government officials, political parties, and civil society leaders, aims to forge agreement on foundational national issues, including electoral reform, federalism, and finalizing the constitution.
President Mohamud said the Somali people deserve a permanent constitution that reflects their aspirations and safeguards national sovereignty.
