Somali Cabinet Passes Jobs and Mining Laws to Unlock Economic Potential

GOOBJOOG NEWS | MOGADISHU: The Federal Government of Somalia cabinet has approved two landmark bills aimed at formalising the job market and tapping the country’s mineral wealth, a move officials say could reshape the economy and create thousands of jobs.
The Private Employment Agencies Regulatory Framework will bring oversight to an unregulated sector, protect workers’ rights and expand opportunities for the country’s growing youth population.
The Mining Bill establishes clear rules for exploring and exporting Somalia’s mineral resources, designed to draw foreign investment and ensure revenues are channelled into national development.
Deputy Prime Minister Salah Ahmed Jama, who chaired the meeting, said the measures are part of a broader plan to pair economic growth with improved governance.
Analysts say the twin bills could help Somalia diversify its economy beyond agriculture and remittances, while giving the government new tools to manage resources transparently.
The cabinet also reaffirmed its commitment to security, praising recent military gains against Al-Shabaab, which it sees as essential to creating a stable environment for investment.
