Somalia Launches Digital Case Management System to Modernize Justice Sector

GOOBJOOG NEWS | MOGADISHU: The Federal Government of Somalia has launched a new digital case management platform designed to modernize its justice system and strengthen transparency across the country’s criminal justice institutions.
The Justice Sector Integrated Electronic Case Management System (IECMS), developed in partnership with the U.S. government, was officially unveiled in Mogadishu on October 9. The event brought together senior officials from the judiciary, police, prosecution, and prison services.
The platform links four key institutions, the Criminal Investigation Department (CID), the Office of the Prosecutor, the courts, and the prison service, through a unified electronic workflow. Officials said the system replaces the long-standing paper-based process that has often caused delays, inefficiencies, and errors in case handling.
Through the IECMS, all criminal case information will be stored digitally and shared securely among relevant institutions, reducing the need for physical file transfers. Each stage of a case, from investigation to verdict, will be digitally tracked, creating a transparent record accessible to authorized users.
Authorities say the new system will improve coordination, limit corruption, and ensure fairer access to justice. “This is a critical step toward a more transparent and accountable justice system,” said Chief Justice Sulaiman Mohamed Mohamud, who attended the launch alongside Deputy Police Commander Major General Kenan.
The project was implemented with support from the U.S. Bureau of International Narcotics and Law Enforcement Affairs (INL) and the International Development Law Organization (IDLO). Officials described it as part of Somalia’s wider state-building efforts and its strategy to align public institutions with international standards.
“This system will allow our justice sector to operate more efficiently and on par with global practices,” Major General Kenan said.
The IECMS marks one of the most significant digital reforms in Somalia’s justice sector, reflecting the government’s push to build stronger institutions capable of delivering transparent and timely justice.
