Somalia Parliament Prepares For Speaker Vote As Two Lawmakers Vie For Top Post

GOOBJOOG NEWS | MOGADISHU: Somalia’s House of the People is making final preparations for Tuesday’s election of a new speaker, with two lawmakers competing to fill the post left vacant after Sheikh Adan Mohamed Nur Madobe became president of South West State.

Officials and members of the parliamentary election committee were completing arrangements at Villa Hargeisa, the headquarters of the House of the People, ahead of the August 11 vote.

The contest is between Abdulkadir Mohamed Nur Jaamac, who serves as minister of ports and marine transport, and lawmaker Abdulkadir Omar Moallin, known as Daada.

The speaker’s position became vacant after Madobe, who had led the lower house since 2022, was elected president of South West State in June. Parliament subsequently began the process of selecting his successor.

The speaker is one of the most senior positions in Somalia’s federal institutions, presiding over the House of the People and overseeing its debates, legislative business and proceedings.

The election comes at a politically sensitive moment, with Somalia’s federal government, regional administrations and opposition figures engaged in competing positions over the country’s electoral arrangements and political transition.

The new speaker will be expected to guide parliamentary business through those debates while maintaining the functioning of the lower house and its legislative programme.

Although the election is a two-candidate contest, the result could also offer an indication of the political balance within parliament. The 275-member House of the People brings together lawmakers representing different political and regional interests, making coalition-building and parliamentary support important to the outcome.

Madobe’s move from the federal parliament to the presidency of South West State has also given the contest a wider political dimension. His election followed a period of tension over relations between Mogadishu and federal member states, including disagreements over elections and the distribution of political authority.

For the incoming speaker, one of the immediate challenges will be to manage parliamentary proceedings while navigating those wider political disagreements.

Election officials said preparations at Villa Hargeisa were progressing, with arrangements being finalised for the voting process and lawmakers.

The House of the People is scheduled to elect its new speaker on Tuesday, August 11.
