The Briefing of the National Security Conference meeting in Baidoa

National Security Council’s meeting which was held in Baidoa from 3-5 June 2018 took place at the Presidential Palace, southwest of Baidoa. Leaders have agreed on new Security operations, Political Affairs, support for Puntland and Galmudug in fighting AShabab, one person one vote in 2020, harmonisation of tax systems and more.

  1. Security Issues:

When the committee heard the recommendations of the National Security Committee, and considered the views and recommendations of the country’s security, the House agreed with the following:

1.1. Independence: The National Security Council emphasizes that the unity and the independence of Somalia is unprecedented.

1.3. Transition Plan: The National Security Council approves the Transition Plan, which is the main aims to provide safety for the Somali people; the following steps were included;

1.3.2. South-Western Liberation Army troops will be part of the planned operations to open the main road between Mogadishu and Baidoa. This mission will be led by the South West Security Committee, under the full command of the Force Commander during the mission.

1.4. Conclusion of the Security Structure: The Council has approved the deployment of Amisom Heads of State and Banadir Regional Offices within thirty (30) days to accelerate the implementation of the Federal Security and National Security Council’s mandate.

1.6. The Council agreed that Galmudug and Puntland who were not part of the AMISOM forces, should be assisted in the operations against of Al-Shabaab and ISIS in the Galgala Mountains, the Far East and South Galmudug, and also should be part of the transitional plan.

2. Political Affairs

The council also analyzed the following points under the political affairs:

  • The Election Process of the Federal Republic of Somalia in 2020.
  • Natural Resources (Fuel and Minerals).

2.2. The Council praised the progress made and the activities of the international financial institutions with the particular cooperation between the Government of the International Monetary Fund (IMF) and the World Bank, and the Council encouraged strengthening to cooperate to eliminate corruption and maintain a steady system of accountability.

2.3. The Council has also decided to unite the country’s taxes as quickly as possible, such as taxes, workers’ salaries and business profits.

2.6. The Council agreed that the constitutional review process will be expanded up to December 2018.

2.10. The Council decided to accelerate the negotiations on federal affairs and to complete the power sharing process set out in Articles 53-54 of the Constitution. 2.11. The council welcomes the proposal of creating the National Economic Council. The council concluded their meeting by sending a message of condolences to the parliamentarians and all those who died in the deadly attack in Balcad District of Middle Shabelle Region yesterday..
