Parliament Advances Family and Child Rights Bills After First Reading
GOOBJOOG NEWS | MOGADISHU: Somalia’s House of the People has completed the first reading of two proposed laws aimed at strengthening legal protections for families and children, with the Family Affairs Bill and Child Rights Bill now moving to the next stage of parliamentary consideration.
Minister of Family and Human Rights Development Ambassador Khadija Mohamed Al-Makhzoumi returned to parliament to respond to questions and concerns raised by lawmakers during deliberations on the two bills.
The legislation covers family protection, child welfare and the legal safeguards available to children, areas that have become increasingly important as Somalia works to strengthen its legal and institutional framework.
Al-Makhzoumi told lawmakers that the issues raised during the session demonstrated the importance parliament attaches to strengthening protections for families and children.
She said the proposed laws would provide a stronger legal basis for protecting families, improving the welfare of children and addressing neglect and other forms of harm.
The minister expressed hope that MPs would support both bills as they proceed through the legislative process, describing them as important measures for strengthening Somalia’s legal protections for children and families.
The completion of the first reading does not mean the bills have become law. They must go through further parliamentary scrutiny and consideration before a final vote and, if approved, the remaining constitutional procedures required for legislation to take effect.
The proposals come as Somalia continues efforts to develop its legal institutions and strengthen protections for vulnerable groups. For children, the effectiveness of any new legislation will ultimately depend not only on the laws themselves but also on enforcement, access to justice and the capacity of relevant institutions to respond to violations.
The next stages of parliamentary debate are expected to provide lawmakers with an opportunity to examine the provisions in greater detail before deciding whether to approve the proposed legislation.
