Somalia Launches Policy to Strengthen Civilian Protection during Military Operations

GOOBJOOG NEWS | MOGADISHU:  Somalia has launched a national policy aimed at strengthening the protection of civilians during military operations and armed conflict, as the government seeks to reinforce accountability and professional standards within its armed forces.

Defence Minister Ahmed Moallim Fiqi officially launched the National Policy on the Protection of Civilians during Military Operations and Armed Conflict at a ceremony attended by federal and state officials, diplomats and representatives of relevant institutions.

Fiqi said the policy reaffirmed the government’s view that protecting civilians is both a national and constitutional obligation, describing it as an important component of building a professional and disciplined military.

The policy is intended to provide a framework for safeguarding the lives, dignity and rights of civilians during military operations, while strengthening adherence to the rule of law and accountability within Somalia’s security institutions.

The launch comes as Somali forces continue operations against Al-Shabaab, particularly in southern and central parts of the country. Civilian protection has become an increasingly important element of Somalia’s efforts to build a nationally led security system as responsibility for security operations shifts further to Somali forces.

Fiqi said the policy represented a step towards strengthening state institutions and supporting efforts to achieve lasting peace and security.

The government reaffirmed its commitment to protecting civilians and upholding their rights during military operations and periods of armed conflict.
