Somalia Moves to Enforce Parliamentary Decision on Civil Service Recruitment

GOOBJOOG NEWS | MOGADISHU: Somalia’s National Civil Service Commission has directed federal ministries and government agencies to implement and review a recent parliamentary resolution concerning public-sector recruitment and employment procedures.

In a letter dated Sept. 26, 2026, and signed by Commission Chairman Hassan Abshirow Mohamed, the commission instructed directors responsible for human resources in federal institutions to take part in implementing the resolution and carry out responsibilities assigned to them under the decision.

The directive follows a House of the People resolution dated Sept. 23 concerning the legal framework governing civil-service recruitment and the implementation of an open competitive system for government employment. The resolution had also called for recruitment and promotion to be based on transparent and equal competition, free from discrimination, favouritism and abuse of authority.

The commission said federal ministries and agencies are responsible for implementing and reviewing the parliamentary decision in accordance with Somalia’s Constitution and applicable laws. It specifically referred to Article 2 of the parliamentary resolution and Articles 158 and 159 of the Federal Constitution as part of the legal basis for the process.

The latest directive follows a parliamentary vote on Sept. 23 in which lawmakers approved the resolution concerning Law No. 132 and a decision issued by the Prime Minister’s Office on the open competitive system for civil-service recruitment.

The Civil Service Commission said the move is intended to ensure that decisions and regulations governing government employees are implemented through the established legal framework and that relevant institutions fulfil their responsibilities.

The letter was sent to federal ministries and government agencies, as well as the Office of the Prime Minister, the Speaker of the House of the People and the Office of the President, placing the implementation process within the wider institutional framework of the federal government.
