Somalia Launches World Bank-Backed ‘Bulsho’ Project to Boost Local Governance

GOOBJOOG NEWS | MOGADISHU: Somalia has launched a major governance and peacebuilding initiative in partnership with the World Bank, aimed at improving service delivery and strengthening ties between citizens and the state.

The “Bulsho” project, unveiled in Mogadishu, brings together federal, state and local authorities alongside development partners to expand participatory planning and improve access to services at the district level.

Abdulkadir Ali, Director General at the Ministry of Interior, Federal Affairs and Reconciliation, said the programme marks a key step in advancing reconciliation and national unity.

He said the initiative is designed to address root causes of conflict by promoting social cohesion and supporting long-term, locally driven development.

Officials said the project is moving into full implementation after an initial design phase, with a focus on building institutional capacity and strengthening inclusive governance systems.

World Bank Country Manager for Somalia Hideki Mori said the programme would support decentralisation efforts, reinforce local institutions and help rebuild trust between communities and government.

Somalia has increasingly prioritised governance reforms and community-based programmes as part of broader efforts to stabilise the country after decades of conflict, with international partners backing initiatives aimed at improving livelihoods and state-society relations.
